Our Policy

Our sound policies have brought both economic stability and an improved quality of life to all Gibraltarians.

Gibraltar is safer, politically, internationally, socially and economically than ever before. The GSD will continue to meet the challenges that have afforded us the success that we enjoy today.

Citizens Rights and Democracy

The GSD has provided good, strong and effective Government while at the same time making huge advances in enhancing citizens’ rights and transparency, and introducing many measures to empower the citizen against the state.

We have transformed the democratic deficit inherited in 1996, and brought Gibraltar more up to date to European standards in many important areas:

  • • Establishment of Ombudsman

  • • Establishment of Citizens Advice Bureau

  • • Unprecedented, high level of transparency of Government data and affairs in Parliament and outside Parliament

  • • Introduction of open planning procedure

  • • Updating of Constitutional Human Rights provisions

  • • Annual Government Reports in many important areas e.g. Health, Environment etc

  • • Online publication of air quality and other monitoring information

  • • Establishment of departmental Advisory Councils to enable wider participation in policy making

  • • Introduction of public consultation for legislation and policy

  • • Independent Appeal and complaints processes in Health and Housing

  • • Elimination of sex discrimination from Gibraltarian Status, Income Tax and Social Security legislation

  • • Vast improvement in quality and quantity of public statistics

  • • Vast increase in information provided to Parliament

  • • Comprehensive Government website

  • • Online publication and updating of laws

  • • Establishment of Police Authority

  • • Establishment of Judicial Services Commission and Ministry of Justice

  • • Environmental Charter and Action Plan

  • • Equal Opportunities legislation

  • • Data protection legislation

  • • Huge improvement in Moroccan workers’ position in Gibraltar

  • • Huge increase in recourse to open and transparent tendering for public contracts and land sales etc. Now used in all areas of asset sales and public procurement (except professional services) unless a specific and announced policy exists to the contrary

  • • Very significant relaxation of Civil Service political activity and comment rules
